Why the voter stayed away

Despite 26/11 and Jaago Re, the Mumbai voter stayed away from the voting booth. Like I said before, the voter sees better payoffs elsewhere. To him voting booth outcomes hardly matter. After all when's life gotten better post elections? In addition, the immediate payoffs are with his decision to stay away. The payoffs from voting outcomes take time and seem distant.

Still surprised why the turnout's low?

A desire to vote comes from three things. First is when you feel that the last time you helped a change in government, it brought about desirable changes around you. Second is when you feel a need to correct your mistake from the last voting by going for (the elusive) better candidate.Third is if you are a celebrity. For most people, none of this is true, which simply means there is no motivation to vote.
